A registered agent is not a virtual mailbox. We do not score mailbox suites, virtual offices, or a mail-scan extra here. The Northern Mariana Islands wants someone who can be handed court papers at a street address in the Commonwealth. If you need scans of catalogs, that is a different service on a different site.
What the Northern Mariana Islands actually requires
In plain language. If you formed an LLC here, the company has to name someone who can be handed a lawsuit. The Act calls that person or company an agent for service of process. People also say registered agent. You file with the Registrar of Corporations at the Department of Commerce. The agent needs a street address in the Commonwealth. The company also names a designated office. That office does not have to be the shop or the job site. A domestic LLC packet adds a consent form. The consent form is $37.50. Articles are $112.50. The checklist also prices the operating agreement at $37.50. The yearly report is a different paper. It costs $75. The corporation regulations put later reports between January 1 and March 1. A report after March 1 is $112.50 under the current fee statute. That statute does not add a dollar for each late day. The yearly paper is not the lawsuit. If the agent resigns, the job ends on the 31st day after the Registrar files the resignation. The Registrar’s website still says the online portal is coming soon. You still file with the office. Call (670) 664-8024 or write registrar.reyes@commerce.gov.mp before you treat a vendor city as the name on file.
The copy of Public Law 14-11 used here is the PDF on the Registrar’s site, checked October 2, 2026. It is the Uniform Limited Liability Company Act as adopted by the Fourteenth Northern Marianas Commonwealth Legislature. § 108 is titled “Designated Office and Agent for Service of Process.” A limited liability company, and a foreign limited liability company authorized to do business in the Commonwealth, shall designate and continuously maintain an office, which need not be a place of its business in the Commonwealth, and an agent and street address of the agent for service of process. Who may be that agent is in § 108(b). The agent must be an individual resident of the Commonwealth, a domestic corporation, another limited liability company, or a foreign corporation or foreign company authorized to do business in the Commonwealth. The section does not state an age of 18. It does not state “9 a.m. to 5 p.m.” It does not use the words “P.O. Box.”
§ 203 says the articles of organization must set forth the name of the company, the address of the initial designated office, and the name and street address of the initial agent for service of process. They also name the organizers, and they cover a term company, a manager-managed company, and member liability when those elections apply. You deliver the articles to the Registrar of Corporations. The domestic LLC checklist, checked the same day, repeats that list. It asks for the physical location and mailing address of the initial designated office, and for the name and street address of the initial agent plus the consent form. The filing-fee line is $112.50 for the articles, $37.50 for the operating agreement, and $37.50 for the consent, payable to CNMI Treasury. 4 CMC § 4205 is the statute those dollars come from. It says the fees are paid to the Department of Finance, and proof of payment is delivered to the Registrar. Item (1) is $112.50 for articles of organization. Item (18) is $37.50 for any other document required or permitted to be filed, and the list includes an operating agreement. Item (21) is $37.50 for the Registered Agent Form. The checklist uses those three lines. This page shows the statute’s “Department of Finance” and the checklist’s “CNMI Treasury.” It does not pick a payee the clerk did not print.
The resources page, checked October 2, 2026, lists a domestic LLC packet as articles of organization, an operating agreement, a Registered Agent Consent Form, and an initial LLC report. A foreign LLC on that same list is articles, an operating agreement, a certificate of authority, a certificate of good standing or existence, and an initial LLC report. That foreign list does not name the consent form. The foreign LLC requirements PDF does. It says a signed Registered Agent Consent Form must be attached. The agent for service of process must be a person or company residing in the Commonwealth with a mailing address. The consent filing fee is $37.50, payable to the CNMI Treasurer. The certificate of authority is $187.50, also payable to the CNMI Treasurer. The packet goes in triplicate: one original and two copies. Mail it to the Registrar of Corporations, Department of Commerce, 1st Floor, P.O. Box 5795 CHRB, Saipan, MP 96950. § 4205(a)(4) titles the $187.50 line “Application for Certificate of Authority for Foreign Corporation.” The foreign LLC sheet uses that same dollar. This page shows both. The statute’s agent line is a street address. The foreign sheet’s agent line is a mailing address. This page does not hide that difference.
§ 109 is how an LLC changes the designated office or the agent. The company delivers a statement of change to the Registrar. The statement gives the company name, the street address of the current designated office, the new office street if the office changes, the name and address of the current agent, and the new agent’s name and street address if the agent changes. The section does not print a dollar. The fee statute does, and it uses corporation words. § 4205(a)(25) prices a corporation’s statement of change of registered agent or registered office, or both, at $18.75. § 4205(a)(22) prices an agent’s own statement of change of registered office, or of resignation, at $7.50. This page shows those statute dollars. It does not add a third change fee the statute does not print.
§ 110 is resignation for an LLC’s agent. The agent delivers a statement of resignation to the Registrar. The Registrar mails a copy to the designated office and another copy to the principal office. The agency terminates on the 31st day after the statement is filed. A corporation’s registered agent uses a parallel clock. § 20-50.1-410 says the agency appointment is terminated on the 31st day after the date the statement was filed. The agent’s own resignation statement is the $7.50 line above. That dollar is the filing fee. It is not a daily penalty.
§ 111 is service of process. Serve the appointed agent. If the company has no agent in the Commonwealth, or the agent cannot with reasonable diligence be found at the agent’s address, the Registrar of Corporations is the company’s agent. You serve duplicate copies on the Registrar. The Registrar forwards one copy by registered or certified mail, return receipt requested, to the designated office. Service is effected at the earliest of the day the company receives it, the date on the return receipt if signed for the company, or five days after deposit in the mail. § 4205(a)(17) prices service of process served on the Registrar at $150. That $150 is the fee for serving the Registrar. It is not the price of a commercial agent, and it is not the late-report penalty.
A corporation is not the same vocabulary. § 20-50.1-401, in the Business Corporation Regulations PDF checked October 2, 2026, says each corporation must continuously maintain a registered office and a registered agent. The registered office may be the same as any of its places of business. The registered agent may be an individual who resides in the Commonwealth and whose business office is identical with the registered office, a domestic corporation or nonprofit domestic corporation with that same office, or a foreign corporation or nonprofit foreign corporation authorized here with that same office. That list does not say “another limited liability company.” The LLC list in § 108(b) does. The LLC designated office need not be a place of business. The corporation registered office may be a place of business, and the agent’s business office has to match it. This page keeps those two lists apart. It does not use one English word and hide the other.
The yearly paper is a different job. Say it once so the $75 does not get mixed up with the lawsuit. § 211 says an LLC, and a foreign LLC authorized here, delivers an annual report to the Registrar. The report states the name and the jurisdiction, the address of the designated office and the name and address of the agent for service of process, the principal office, and the names and business addresses of any managers. The first report and later reports are delivered in accordance with the corporation rule in 4 CMC § 4693(c) of each year following the calendar year the LLC was organized. If the Registrar sends the report back, a correction delivered within 30 days of the notice is timely. § 20-50.1-1530 is the corporation calendar this page uses. The first corporation report is due within 60 days after incorporation or after a foreign corporation is authorized. Later reports are delivered between January 1 and March 1. The report includes the registered office mailing address and location, and the name of the registered agent. The Commission comment in that PDF says the older regulation section is codified at 4 CMC § 4693. That is why the LLC sentence and the corporation window sit together on this page.
The dollars for that report are not in the regulations PDF’s old fee list. § 4205(a)(14), in the codified PDF checked October 2, 2026, prices the Annual & Initial Corporation Report for a domestic company, a foreign company, a partnership, and an LLC at $75. § 4205(a)(32) prices the penalty for initial reports and annual reports received after March 1st at $112.50. The source line on that PDF says Public Law 21-37, January 7, 2021, amended by Public Law 24-27, March 18, 2026. The Act’s title and findings say the purpose includes removing daily penalty fees. The live section does not print “$10 per day.” Filing the report is the company’s job. It is not the job of taking the lawsuit.
Two older papers still show other dollars. Print them so a reader does not pay the wrong one. The regulations PDF’s fee list still says “Annual report $50.” That list is older than Public Law 24-27. The statute’s $75 is the annual-report fee this page uses. The Registrar’s public-notice page has no deadline in the page text. The PDF linked from that banner, checked October 2, 2026, is a notice about the 2025 Annual Corporation Report. It says you may begin filing as early as January 2, 2026, and that the report is due on Monday, March 2, 2026. It then says a penalty of $150.00 applies to 2025 reports received after March 2, 2026, and that after March 3, 2026 a further $10.00 is charged for each day, not counting weekends, holidays, and government austerity, in addition to the $150.00. March 1, 2026 was a Sunday. Public Law 24-27 was signed March 18, 2026, after that Monday due date. The notice is still the file behind the homepage banner. It is not § 4205(a)(32). A Governor’s reminder dated November 23, 2024 used the same kind of stack for the 2024 report: due March 1, 2025, moved to Monday, March 3, 2025 because March 1 was a Saturday, then $150 after March 3 and $10 a day after March 4. That reminder is history. It cites Public Law 21-37. It is not the March 18, 2026 statute.
The Registrar homepage, checked October 2, 2026, says “Coming Soon to the Registrar’s Portal.” The roadmap marks Phase 2, Testing, as the current phase. Later phases are still labeled Launch, including register a new business, file documents, and a searchable database. This page does not add an online filing. The same page prints the office. Physical address: Department of Commerce, 12054 Pohnpei Way, Capitol Hill. Mailing address: Department of Commerce, P.O. Box 5795 CHRB, Saipan, MP 96950. The Registrar’s message is from John David A. Reyes, Registrar of Corporations. The phone on the homepage is 664-8024. The public-notice PDF prints (670) 664-8024. The email is registrar.reyes@commerce.gov.mp. The message says every business entity except a sole proprietorship files an annual report. The Registrar’s office page says the same, and it says the office is a division of the Department of Commerce. Those lines are the Department. They are not a vendor office. The pages do not print a counter clock. This page does not add one.
Northwest’s national registered-agent page, checked October 2, 2026, shows “$125 Per Year” and “$100/year per state” when the order covers five or more states. The state list names Puerto Rico. It does not name the Northern Mariana Islands. /registered-agent/northern-mariana-islands and /llc/northern-mariana-islands are not registered-agent offers on that site. This page does not add a Northwest address in Saipan, Tinian, or Rota. The national page says, “We scan every document you receive right where you receive it—in our office.” It also says they will scan normal business mail, up to 5 documents a year, free, and it lists a free business address and a free phone line. Those extras are a different service. We do not grade them as the registered-agent job.
Bizee’s national registered-agent page, checked October 2, 2026, says “Receive a Free First Year of Registered Agent” and shows a standalone price of $149/year. It says the company owns and operates offices in all 50 states and does not outsource. It does not say the Northern Mariana Islands. bizee.com/registered-agent/northern-mariana-islands and /llc/northern-mariana-islands/registered-agent are not on the company site, so there is no Northern Mariana Islands price to show. The national page is the one used here. The page says it sends notifications for service of process or state correspondence by text and email, mails those court papers by FedEx with tracking, and uploads documents to a client portal. The contact page lists 17350 State Highway 249, Suite 220, Houston, TX 77064. That address is not a Northern Mariana Islands registered-agent address. Support hours on that page are Monday through Friday, 9 a.m. to 6 p.m. Central Time. Those are support hours, not a registered office in the Commonwealth.
LegalZoom’s registered-agent overview, checked October 2, 2026, shows $249/year. The footnote says the service auto-renews at the purchase rate each year until you cancel, the renewal rate is subject to change, and the purchase price is only available for first-time registered-agent customers. The footnote does not state a year-two number. The overview says, as a general rule, that a registered agent is a service or a person over the age of 18, available during regular business hours, and that one example of those hours is Monday through Friday, 9 a.m. to 5 p.m. It also says agents must be designated with the Secretary of State’s office. That is LegalZoom’s sentence. § 108 does not state an age or a clock. The filing office here is the Registrar of Corporations. We do not call it a Secretary of State. registered-agent-northern-mariana-islands.html is not on the company site. This page does not add a LegalZoom territory article, a LegalZoom city, or a LegalZoom address. The overview talks about documents scanned and uploaded, email, and a postcard for urgent legal mail. It also says junk mail is filtered. Junk mail is not the job we score.
ZenBusiness’s page at zenbusiness.com/northern-mariana-islands-registered-agent/ is not on the company site, so there is no Northern Mariana Islands price to show. The national registered-agent page is the one used here. It shows a banner, “50% OFF REGISTERED AGENT,” for the first year when you form an LLC. The same page shows $99 plus state fees for the first year and a renewal at $199 a year. Both sentences are on that national page. This page does not say which one a Northern Mariana Islands checkout would charge. The page says the service is for limited liability companies and corporations in all 50 states, and that ZenBusiness currently does not offer registered-agent service to professional limited liability companies or nonprofits. That exclusion is theirs. It is not a sentence in § 108. The page says they scan and upload documents to a dashboard, notify you of legal notices, and overnight urgent legal notices. It does not list a ZenBusiness address in the Commonwealth.

LegalZoom has no Northern Mariana Islands article that stated one. ZenBusiness’s national page does not state one. The annual report can name the agent. It is still not the job of taking the lawsuit.
Who publishes a Northern Mariana Islands address
A city is not a street address on the Registrar’s record. This page shows only the addresses the companies publish for registered-agent use. It does not add the rest. The online portal is still marked Coming Soon, so we could not open a public name search. Confirm the agent line with the Registrar before you file. Headquarters is not the registered-agent address. 12054 Pohnpei Way and P.O. Box 5795 CHRB are Department lines. They are not a vendor office. A city on a marketing page is still vendor-claimed until the Registrar shows it.
- Northwest. The national page says the company provides a registered agent. The state list does not name the Northern Mariana Islands. The Northern Mariana Islands links are not registered-agent offers on that site. The national page does not list a Saipan, Tinian, or Rota address or ZIP for a registered office. The agent needs a street address. The designated office need not be a place of business. A corporation’s registered agent, under § 20-50.1-401, needs a business office identical with the registered office. This page shows both. A commercial mailbox is not a sentence we found in § 108. Northwest’s national page names no Northern Mariana Islands address. Bizee publishes no Northern Mariana Islands address. LegalZoom publishes no city and no address. Home-address privacy
Naming a commercial agent is how many owners keep a home off the agent line. The Registrar still keeps the agent’s name and street address, and the designated office. The articles and the annual report both ask for them. Privacy of the agent line is not privacy of every field. The report also asks for the principal office and for managers’ names and business addresses. The annual fee is a payment, not a mailbox. A blank line is not the same thing as a private line. Confirm the live line with the Registrar. The portal’s searchable database is still a later launch phase. We could not open a public name search on October 2, 2026.
